Local Safeguarding Children Board

Pembrokeshire Safeguarding Children Board (PSCB) was formed in October 2006. Every Local Authority in Wales has to establish a Local Safeguarding Children Board to make sure that the partners of the Board safeguard and promote the welfare of children in Pembrokeshire.

Safeguarding and promoting the welfare of children means that organisations will need to make sure that children and young people in Pembrokeshire, enjoy the best possible health and don’t suffer abuse, victimisation and exploitation.

Pembrokeshire Safeguarding Children Board is a member of the Dyfed Powys Safeguarding Children Forum. This forum aims to make sure that there is a common approach to safeguarding children across Pembrokeshire, Carmarthenshire, Ceredigion and Powys.

Pembrokeshire Safeguarding Children Board also works with other LSCBs to make sure that there is a common approach to child protection across Wales through the All Wales Child Protection Procedures Review Group, the Welsh Assembly Government Children Safeguards Group and the Welsh Assembly Government LSCB Monitoring Review Group.

Pembrokeshire Safeguarding Children Board co-ordinates the work each partner organisation of the Board does to safeguard and promote the welfare of children in Pembrokeshire; and monitors the quality of this work. This includes writing policy, running training events, measuring how well each organisation safeguards children and reviewing cases when things go wrong in order to make recommendations to improve procedures and practice. Pembrokeshire Safeguarding Children Board will also work with the community to raise awareness around safeguarding children issues.

The focus of the Board will be making sure that the work done to protect children and young people from abuse and neglect is of good quality in Pembrokeshire. As soon as Pembrokeshire Safeguarding Children Board is sure that all work around protecting children is of good quality the Board will expand its work into the broader areas of safeguarding and promoting the welfare of children and young people.

The LSCB is chaired by David Halse David Halsewho became Head of the Child Care Service with Pembrokeshire County Council following Local Government reorganisation in April 1996.

David is a graduate of Durham University with postgraduate qualifications from the London School of Economics and Newcastle University. He was also a Foster Carer for over 12 years during the 1970’s and 1980’s.

Trained as a Social Worker, David has worked in the Social Care field for over 30 years with experience in voluntary and statutory organisations including posts in Devon and the North East/North West of England. David came to West Wales with the NSPCC and then worked for Dyfed County Council in a variety of operational/ management roles.
