TAC Team

 

Teams Around the Child (TAC) is a new project that will encourage multi agency working in terms of meeting children's needs at level 2 and above. The basic premise is to create a virtual team around any given child, that provide services in an integrated way in order to return them to a state of normality, where they need only level 1 services.

The TAC model uses tiers or levels of need as described below.

Tier/Level 1 - Services such as Education and Health plus many 3rd sector services - the whole population are offered these services equally and access is not dependant on an assessment or the child/family demonstrating a specific need. Sometimes by accessing these services, children/families are identified as having additional needs which the provider of the universal service can meet. If they cannot, a referral may be made.

Tier/Level 2 - Encompasses children, young people and their families with additional needs that cannot be met by one agency. The TAC Officer will coordinate a response by engaging the multi agency group for that area. This process depends on all participants working together to achieve outcomes.

Tier/Level 3 - Relates to children and/or young people who are the subject of a Section 17 assessment. (This refers to the relevant section of the Children Act) The TAC process will be led by Pembrokeshire County Council's Social Care department. Children and young people at this level are unlikely to achieve or maintain, or have the opportunity of achieving or maintaining, a reasonable standard of health and development without the provision of services from the Local Authority or specialist provider.

Tier Level 4 - This is the highest level of need and at this stage the TAC process simply supports rather than leads the process. The Social Care department are obliged by law to take the lead in these cases. At level 4 are children and young people for whom there are acute and serious concerns for their protection and welfare. They may be accommodated in a social care, health or education setting and are entitled to protection from neglect, abuse and/or exploitation. The local authority has a statutory duty to provide compulsory intervention.
